Recently, the Ministry of industry and information technology officially issued "green manufacturing 2016 special action plan" (hereinafter referred to as the "plan"), to speed up the implementation of green manufacturing projects, the full implementation of green manufacturing, construction of green manufacturing system, implement the five development ideas, accelerate the "2025 China manufacturing" and the construction of manufacturing power. This year, we will launch a pilot demonstration of green manufacturing, publish some green factories, create implementation plans or green factory standards, and create a group of distinctive green demonstration plants.
Green development is one of the five major development ideas of the party in the fifth Plenary Session of the 18th CPC Central Committee. In 2015, the central economic work conference explicitly asked for new breakthroughs in promoting green development. At present, although China has become a big manufacturing country, it has not completely escaped the extensive development mode of high input, high consumption and high pollution. "Plan" clearly this year will further enhance the level of clean production in some industries, is expected to reduce the chemical oxygen demand of 80 thousand tons, 7 thousand tons of ammonia, screening and promotion of a number of advanced water-saving technology; major demonstration projects and comprehensive utilization of resources base construction, the initial formation of Beijing Tianjin and Hebei and the surrounding areas of resource comprehensive utilization industry regional coordinated development mechanism green manufacturing; start pilot demonstration, issued a number of industry to create green factory plan or green factory standard.
The plan puts forward three key tasks of implementing the green transformation of traditional manufacturing industry, developing the demonstration of coordinated development of resources and comprehensive utilization of Beijing Tianjin Hebei and surrounding areas, and promoting the pilot project of green manufacturing system. Among them, we emphasized that we should advance the pilot project of green manufacturing system, issue guidelines for green manufacturing standard system, green plant evaluation guidelines and green supply chain management. In the area of Beijing Tianjin Hebei, Yangtze River economic belt and northeast old industrial base, the Ministry of Finance and Finance jointly selected some cities to carry out green manufacturing pilot demonstration, and create a group of distinctive green demonstration plants.

Continuous promotion of energy saving and emission reduction

As China's attitude towards climate change is more active, the pressure on carbon emission reduction in industry will continue to increase. China will vigorously promote the construction of ecological civilization, promote green low-carbon, climate adaptation and sustainable development, accelerate institutional innovation and strengthen policy action. Four we should promote the development of technology and equipment for the comprehensive utilization of major environmental protection technology and equipment and buildings and kitchen waste. To comprehensively promote the construction of green manufacturing system, with enterprises as the main body, the creation of green plants, build a green supply chain, to promote the full realization of clean and efficient engineering machinery industry low carbon cycle and sustainable development.
The promotion of energy saving and emission reduction should be guided by the situation in the policy, and the different regions can implement differential energy-saving and emission reduction policies according to the development.
First of all, we should give full consideration to the regional differences between eastern, central and western regions. We should formulate policies for differentiated energy saving and emission reduction in regional industries, such as eliminating backward production capacity, evaluating new projects, evaluating EIA, and arranging capital arrangements for energy saving and emission reduction. Secondly, the research and formulation of energy saving and emission reduction policies in sub industries. We should take full account of the development of different industries, and formulate differentiated policies in terms of energy-saving and emission reduction technology and equipment promotion and transformation, energy consumption and total emission control of major pollutants. Finally, we should accelerate the industrial green transformation in the western region and accelerate the development of green industry. With the development of the west regions and the "new Silk Road Economic Belt" development strategy, strengthen the new project energy assessment EIA, accelerate the upgrading of the western region industrial structure adjustment and industrial restructuring; strong western area characteristic and advantage industry, realize the primary processing of raw materials into the deep processing industry; energy and resources play in western regions the advantages, vigorously develop the distributed smart grid, improve wind power, hydropower and other clean energy utilization level.
The work of energy-saving emission reduction is a complex system engineering, the field of industrial energy saving and emission reduction work is carried out around the key process and key equipment, key enterprises and key industries, between the upstream and downstream enterprises cohesion, inter industry cooperative coupling, industrial and social ecological link system of energy saving and emission reduction is not enough, greatly restricts the energy saving the level of the release of potential emission reduction system.
